Taxes

When you buy property in Italy the tax rate can vary a lot depending on the following factors:

  1. You purchase can fall into one of these categories: «Prima Casa» or «Seconda Casa», depending on whether it’s the first or second house you’re buying in Italy.
  2. The seller can be a natural person or a company. Basically you can buy from a private individual or from a building organization.
  3. Who you are: an Italian resident or a foreigner without a residence permit.
  4. Whether this object falls into the «premium property» category.

 

Types of Taxes

IVA (Value Added Tax): this is the tax you pay to the state when you buy from a building organization or a company. Unlike other taxes, IVA is calculated from the real value of the property stated in the notarial act.

Registration Tax, Mortgage Tax and Cadastre Tax are calculated from the cadastre value (it is usually 50-60% lower than the market price).

 

Imposta di Registro (Registration Tax): this is the tax you pay to the state when you buy the property. It is proportionate to the property value with the coefficient that the state establishes. It can also depend on the seller (whether it is a private individual, building organization or a company).

 

Imposta catastale e Ipotecaria (Cadastre and Mortgage Tax): these are the taxes you pay to the state when inventory is carried out, the property is registered and put in the public Property Register.

What is «Prima Casa»?

In Italy there is a special taxation system that applies to those buying their first house for permanent residence. Of course you can benefit from it only once and it doesn’t apply to premium property!

You have to remember that permanent residence is the most important thing; the time officially scheduled for registration or re-registration is only 18 months. This means that within this period of time you will have to register it and to get a residence permit. If you fail to do so, you will have to pay not only all the possible taxes but a fine and overdue interest as well. The tax police are extremely strict when it comes to this so it’s better not to risk it.

Land Taxes

We would like to draw your attention to a very important fact. The land taxes for land in farms are specially overestimated (in total they add 18% and they are calculated from the property real value!). This has been done on purpose to prevent people who have no intentions of farming from.

Annual taxes on the property you bought

??You have to pay a Municipal Property TaxI.C.I. (Imposta Comunale sugli Immobili). It is established by the town council and depends on the property type and its cadastre value. On average, it’s about 0.3-0.7%

??If you rent out the property you have to pay IRPEF (Imposta sul Reddito delle Persone Fisiche). A tax specialist calculates it on a case-by-case basis.

??You have to pay Garbage Disposal Tax regardless of whether you live in the house permanently or not. The amount is established by the town council.
